Why are my cactus not growing?

Hello. I believe cactus farms were nerfed. I experienced the same thing in where I build the first story, and it was generating decently, but after the second story production stopped to averaging maybe 1 block every 5 seconds... I would recommend looking into Sugar Cane and Bamboo farms

Sounds like cactus farms got nerfed. Try switching to sugar cane or bamboo farms—they seem to work better now
